BACKGROUND:
----------------------
Access to information by citizens and communities have increasing influence in
power relations in all levels of social life. Who owns and controls media,
information and communication systems determine local, national, regional and
global movements towards (or away from) democracy and development.

This panel seeks to examine access to information and knowledge flows  in the
Southeast Asian region. It will raise the different issues in the region
relating to how information and knowledge is shared, which ultimately affect
democratic governance, participatory democracy, socio-economic equity, cultural
diversity, and gender justice. Barriers to the free and open access to
information and knowledge will be identified and initiatives to respond to these
will be discussed.
