I do see your hesitancy in sending nominations from this list. We have not
been active enough.. However, I do have a couple of thoughts.. and in case
we are sending nominations, we must consider the involvement of the
candidate in the IG caucus like forums, (which is often recognized by those
in IG establishment as one of the main WSIS CS forums for IG) and the issues
taken up by her/him - in terms of the candidate's main politics. We must
seek people who can represent the basic development and rights issues in the
context of IG - and this I think is critical for the region. Though of
course this should not be the exclusive criterion for nomination.
I would like to recommend Parminder - who you will have noticed is also
nominated by APC - in case the Asia Pacific caucus is sending a list. He has
also been supported in addition to APC by various groups like

The Telecenters of the Americas Partnership
As you know, IT for Change has been active since the WSIS days - especially
the prepcoms of the second phase where both financing and IG got discussed,
and through the gender caucus where I was Asia Pacific coordinator.
Parminder fought against the narrow "capacity building" proposal of Canada
in the last phases of WSIS negotiation, which would have limited the public
policy function of IGF, and has been fighting for issues like recognition of
'right to development' and promotion of public domain in the IG debates more
recently.
ITfC has also been trying to de-mystify the hyper-technical nature of IG
debates. Most of the technical aspects are not very relevant to the public
policy part of these debates, but there is a tendency in some of the
technical/ academic community (pl excuse my saying this, but it is not a
blanket assertion) to keep the debate obfuscated in technicalities - which
denies access to those interested in Internet polices from the broad social
movements and grassroots communities who are impacted by the Internet and
hence by Internet related policies.
You spoke of possible nominations of Susanna and Mavic - we will be very
happy to support theirs.

Parminder's brief bio as sent to IGC.

Greetings of solidarity...
Thanks for taking the initiative in this, and I am elated that Chun has
come up as a nominee--I think he will be a good nomination.
(BTW, in the nomination, it would help to indicate that Chun or any other
nominee is willing to accept if chosen, just to be sure that it is made
with his consent and thus avoiding the embarrassment of people declining
if he will be picked.)
I myself was debating on whether to also submit possible names to the
group (e.g., Izumi Aizu, Adam Peake, Susanna George, Mavic Balleza etc.)
but I simply did not have the time to lead this discussion and verify with
people as to their willingness. As it is, our global association APC has
nominated several people, and the list includes Adam (from UK but based in
Japan for a long time, one of the convenors of the IG Caucus), and Mavic
(from PHilippines but based in US now, to have a strong gender advocate as
well).
I don't have problems with the Asia Caucus endorsing Chun. However, it
would also be good to get formal **organizational endorsements**, in case
some people on the list do not know Chun that well or will not be
comfortable just giving the caucus blanket endorsement. I am also a bit
wary of the latter as this caucus has not been too active after WSIS, and
the deadline is almost upon us to have some decent discussion. (Here in
our country, we are in the midst of the HOly WEek holidays.)
So if this is the case, you may put our organization, Foundation for Media
Alternatives-Philippines, as one of the endorsers of Chun's nomination.
Lastly: I gather that this will be submitted directly to the IGF
Secretariat. This is good, but maybe members of other CS WSIS caucuses can
also repost the nomination to their lists (e.g., human rights caucus, IG
caucus etc.) to publicize the nomination and possibly get additional
support if time allows it.
