Media and freedom of expression groups today, at the conclusion of the
second phase of the World Summit on the Information Society, called for a
full investigation by the United Nations into attacks on human rights and
freedom of expression that took place in Tunisia on the eve of and during
the World Summit on the Information Society.
Steve Buckley, President of the World Association of Community Radio
Broadcasters and Chair of the Tunisian Monitoring Group of freedom of
expression organisations said:
$BE/(Bever again should a United Nations World Summit be held in a country
that does not respect its international commitments to human rights and
freedom of expression.
$BE5(Bhis week in Tunis, both inside and outside the official Summit, we have
witnessed serious attacks on the right to freedom of expression including
harassment of delegates, attacks on Tunisian and international journalists
and human rights defenders, denial of entry to the country, the blocking
of websites, the censorship of documents and speeches, and the prevention
and disruption of meetings.”
In the face of these attacks, it is with relief that we acknowledge the
reaffirmation of human rights principles and the right to freedom of
expression that is contained in the Tunis Commitment of the World Summit
on the Information Society.
On 30 September 2005, 37 governments called on Tunisia to make the WSIS a
$BE4(Bummit in Tunisia, not a Summit on Tunisia”. This week$BCT(B events have put
the spotlight not only on Tunisia but also on the central importance of
human rights and freedom of expression in the information society
throughout the world.
We call on all stakeholders to ensure that human rights and freedom of
expression is mainstreamed into all follow-up mechanisms including the
Internet Governance Forum and we commit ourselves to working towards that
objective.
This week has also reminded us of the importance of being constantly
vigilant and of the courage of those who speak out in the face of
repression and censorship. In this respect we welcome the decision of the
Tunisian human rights defenders who agreed today to end their hunger
strike. We commit ourselves to working with them and other brave defenders
of human rights to continue to monitor freedom of expression in Tunisia.

voeux une enquóÕe des Nations Unies sur les attaques contre les droits de
l$BC)(Bomme et la liberté d$BCF(Bxpression qui ont eu lieu en Tunisie à la veille
et pendant le SMSI.

nous avons ñÕé les tñÎoins de graves attaques sur le droit à la liberté
d$BCF(Bxpression : harc$BoM(Bement des d$BqMqH(Bu$BqT(B, attaques visant les journalistes
et les d$BqG(Benseurs des droits de l$BC)(Bomme tunisiens et $BqU(Brangers, refus
d$BCF(Bntr$BqF(B dans le pays, blocage de sites web, censure de documents et de
discours, empóÄhement et interruption de rñÖnions”.
Face à ces attaques, c$BCF(Bst avec soulagement que nous constatons la
r$BqB(Bffirmation des principes garantissant les droits de l$BC)(Bomme et le droit
à une expression libre dans le document final du SMSI (Tunis Commitment).
Le 30 septembre dernier, 37 pays ont appelé la Tunisie à faire du SMSI un
Sommet en Tunisie, et non pas un Sommet sur la Tunisie. Les ñ×ñÏements de
la semaine ont jeté une lumiïÓe crue sur la situation en Tunisie, mais
$BqH(Balement sur l$BCJ(Bmportance des droits de l$BC)(Bomme et de la liberté
d$BCF(Bxpression dans la soci$BqU(Bé de l$BCJ(Bnformation à travers le monde entier.
Nous appelons toutes les parties prenantes à s$BCB(Bssurer que les droits de
l$BC)(Bomme et la liberté d$BCF(Bxpression trouvent leur place dans tous les
mñÄanismes de suivi qui seront mis en place, y compris le Forum sur la
gouvernance de l$BC*(Bnternet. Nous nous engageons à travailler pour la
rñÂlisation de cet objectif.
Cette semaine nous a $BqH(Balement rappelé l$BCJ(Bmportance d$BDl(Btre constamment
vigilant et le courage de ceux qui prennent la parole dans un contexte de
repression et de censure. Dans ce contexte, nous nous fñÍicitons de la
decision des grñ×istes de la faim qui ont mis un terme à leur mouvement
aujourd$BCI(Bui. Nous nous engageons à travailler avec eux et avec les autres
d$BqG(Benseurs des droits de l$BC)(Bomme courageux afin de continuer à surveiller
