If nobody else has sugested this, I think the role of Free and Open Source
software for the implementation of Para 1 of the Declaratoin of Principles
of WSIS GVA 1 - I suggest that this should happen; and I am prepared to be
the speaker.

Motivation: the arguments against Free and Open Source as a preferential
issue normally comes from a "plain playing field" for all software sellers.
This field is not "plain" - but another, maybe more important in practice,
is the ease to localize Free and Open Source Software into different
languges. I have been involved in both fields in Cambodia - proprietary
software does so far not appear and is availableto the public, while we
haave achieved this in the Free and Open Source camp. - Fortunately, the
government has accepted our products, and as a result of the present
promption and teaching programs - training of trainers - we hope that
Cambodia can in three years serve as an example for other countries about
the cultural, educatinal, and economic advantages of Free and Open Software.

My involvement in this - since 1990 in Cambodia, since 1994 active in
pioneering communication srvices in Cambodia - may serve as my short
biography also.
