I agree, but the raison d'etre of CT Group is primarily to produce and
make input to WSIS-WGIG process. Substantial contribution is much more
important.

Why not? Regional groups are also caucuses. Furthermore as you mentioned,
we have physical attendances there. Of course, participants can contribute
to thematic groups depending on their concens, but I believe still we have
some necessities to channel our regional concern more directly through C&T
Group.
