Position: CMS Solution Architect & Project Lead


OneWorld South Asia ( http://southasia.oneworld.net/), based in New Delhi,
India, is a part of the OneWorld Network ( www.oneworld.net
<http://www.oneworld.net/> ), an international non-profit network that aims
to use ICT tools — ranging from the Internet, mobile telephones to community
radio — for poverty alleviation, and promoting sustainable development and
human rights.

With a strong network of more than 300 non-governmental organisations as its
partners, OneWorld South Asia (OWSA) works symbiotically to achieve its
goals. Its key programmes are: Development Communication, Grassroots
Communication, Research and Analysis, Policy Advocacy supported by Capacity
Building and Technical services.

We are looking for a CMS Solution Architect & a Project Lead


Objective of the Positions:

OneWorld seeks a CMS Solution Architect & a Project Lead with core PHP
development expertise to take over the ongoing development and maintenance
of its core websites. OneWorld's CMS system is based on a heavily customised
version of the PHP content management system eZPublish 2.2, from eZ Systems
in Norway (http://www.ez.no). This system is currently developed, maintained
and hosted by OneWorld's technical team in London, UK.

Due to restructuring, responsibility for software development and
maintenance will be transferred from the team in London to a new technical
team based in OneWorld South Asia (OWSA), New Delhi. This new team will be
led by CMS Solution Architect with key development support provided by the
Project Lead, as key member of this team. They will take technical
leadership during the transition period, working closely with technical
staff in London to transfer knowledge, and skills, and to ensure a seamless
transition to the new team at OWSA.


Broad responsibilities:

In the longer term, the new team of CMS Solution Architect & Project Lead
will assume lead technical and operational responsibility for CMS system,
including:
*         responsibility for system architecture
*         software quality
*         documentation
*         testing
*         developing and maintaining Service Level Agreements
*         building and supporting an Community of Open Source developers
working on the OW systems
*         reviewing options for OW network technical solutions and, if
appropriate, defining and implementing a feature roadmap with users and
developers

Qualifications and skills:

The ideal profile for CMS Solution Architect will be:

Technical Skills
*         Top Notch professional with a degree in Engineering / Computer
Science and overall 7-9 years of experience; of which at least 2 years being
devoted in information architecture and solution conceptualization and
design as well as technology selection and evaluation.
*         Should have good knowledge of CMS fundamentals with hands-on
experience of requirements gathering, designing and developing solution
frameworks for Web based CMS; working knowledge of CVS
*         Good ability to review, understand and optimise previously
designed system architecture and code.
*         Should have high degree of comfort with UML and OOAD; and through
understanding of PHP and other Object Oriented Language
*         Strong technical background on RDBMS technologies (PostGreSQL
preferred), information security and audit
*         Exposures to CMM and quality processes are desirable, but not
mandatory
*         Experience of working with a distributed community of support
organisations and developers
*         Team Management
*         Experience of managing third party supplier relationship
*         Project Management, ideally using a formal methodology
Generic Skills
*         Experience in working with multicultural clientele spread across
geographic locations.
*         Good oral and written communication including active listening
abilities.
*         Quick learner
*         Good Presentation skills & convincing ability
*         An aptitude for process documentation and technical writing.



The ideal candidate for the Project Lead will have:

*         A degree in Engineering, Computer Science or another numerate
subject
*         3+ years experience of object oriented web application development
in PHP (candidates with 3+ years experience  in another OO language  e.g.
Java, plus at least 1 year experience in a dynamic scripting language such
as Perl, Python, PHP or Ruby will also be considered)
*         2+ years PostGreSQL experience, or 3+ years experience with
another RDBMS
*         Good knowledge of web-based CMS systems; and working knowledge of
CVS, including some CVS administration experience
*         Basic Linux and Apache administration experience (comfortable
working in a Linux environment)
*         Experience of LAMP web application performance testing and tuning;
practical experience of web application security
*         Good oral & written communication skills (English Language)

Other desirable qualities:
*         Experience of automated testing and test driven development (e.g.
Simpletest or PHPUnit)
*         Experience in building websites which are accessible to visually
impaired users to W3C WAI standards
*         demonstrable talent for good user interface design
*         An enthusiasm for open source software
*         Experience in working with multicultural clientele spread across
geographic locations.
*         Interest in keeping abreast of latest developments in technology
*         Aptitude and experience of technical writing and process
documentation.

Location & Reporting:

Both the positions will be based at OneWorld South Asia, New Delhi; and will
report to Programme Manager, Training & Technical Services, OneWorld South
Asia.
