"The First Phase of the World Summit on the Information Society 
(WSIS) was held in Geneva in December 2003. By adopting the 
Declaration of Principles and the Plan of Action, WSIS has 
established a common vision and global consensus at the highest 
political level on the vital role of ICT for sustainable development 
including the promotion of the achievement of the Millennium 
Development Goals (MDGs).

In this regard, the UNESCAP Commission at its 60th session held in 
Shanghai in April 2004 expressed support for the recommendation of 
the Committee on Managing Globalization that a Regional Plan of 
Action be formulated to lead to an Information Society. Therefore, 
the First Regional Conference which will be held from 11 to 13 
October in Bangkok in United Nations Conference Centre will focus on 
the regional and national implementations of the outcomes of Geneva 
Phase as well as the formulation on draft of the Regional Plan of 
Action towards Information Society."
