I wondered the same thing when I saw Nick's note.  Checked the WSIS 
site see that it is:

"Asia-Pacific: 11-13 October 2004, Bangkok (Thailand). The conference 
will be followed by four sub-regional conferences leading to a second 
session of the Regional Conference to be held in 2005 (date and 
venue TBD)."

How is it that no one thought to announce this?
