AS far as I know, the member countries that were listed were members of the
intergovernmental bureau of WSIS.
All UN countries are automatically part of the WSIS process as long as it is
a UN Member. Thailand therefore is part of WSIS and has participated over
the past 2 years.
There is an accreditation process for WSIS for NGOs and private sector
entities. Details in the official WSIS site at http://www.itu.int/wsis
