Dear all,Before coming PrepCom IIIa, Mr. Samasseku is preparing one non-paper throughout informal consultations including civil society. The attached one is the draft of that non-paper, which is based on the final document of last PrepCom III. He will make some consultations with civil society people in coming 30 and 31 Oct. in Geneva. There, so far as I know, Sacha,= Anoop and Patcha will attend to that meeting from our region.I didn't check it precisely, but in my rough reading, I could not find out= any hopeful sign except for one important change regarding open source related paragraph. That part is obviously a progress because it took away= the equalizing software model concept which is to be exploited by some propretary vendor like MicroSoft. All other parts seem to be almost unchanged and sometimes looks slightly worse. In a sense, this new compromise text shows us very clearly why we could nolonger expect some progress or improvement. He has been mandated by PC3 to prepare a non-paper. You will find attached the first draft of this non-paper.  Mr. Samassekou would like to have the reaction of CS members on this first draft by Thursday 30th October at 6 PM Geneva time. He is open to reformulating key issues that are of major concern for CS but, of course, he doesn't want to completely re-write this document.
