I missed this last night, but probably because the selected candidate
is from a massively under represented group (disabled) vs. a more
generalist (who may be quite brilliant, but if there was only one
disabled rep on the list it makes it impossible to ignore.)

REZA IS WELL KNOWN IN SOME ICT4D CIRCLES, INCLUDING GKP. I THINK HE WAS IN
PREPCOM2 ON SCHOLARSHIP EIOTHER FROM GKP OR UNDP. REZA, ARE YOU ON THIS
LIST??

For the rest I would cut the secretariat slack this time around. Just
not a easy task, and one that is naturally going to displease more
people than it pleases.

Of course I haven't seen the application forms with details of who is who.

But they moved away from the LDC definition, and have not picked
badly from the Bureau (they have accepted Al, and I thought John was
Dominican?  But let's leave it at that.)

YES, THIS IS INDEED A THANKLESS TASK. ALWAYS TRICKY TO HANDLE FELLOWSHIP
QUESTIONS, ESPECIALLY IF IT IS "COMPETITIVE"

IN ADDITION, IT MAY NOT BE TACTICALLY CORRECT TO QUESTION CHOICES AT THIS
POINT BECAUSE IT WILL LEAVE THOSE WE ARE QUESTIONING (BOTH CSD AND THE
NOMINEE)  WITH SOME RESENTMENT FOR WHOEVER IS DOING THE QUESTIONING (I.E,
OUR FAMILY! :-)

(IN FAIRNESS, JOHN GAGAIN IS THE HEAD OF A FAMILY--ACTUALLY, THE OTHER
FAMILY OF ADAM, THINK TANKS! :-)--AND PLAYED A POSITIVE ROLE I GATHER, IN
THE PARIS INTERSESSIONALS. I GUESS HE HAS BECOME VERY CLOSE TO THE
"GATEKEEPERS" WITHIN THE CSB AND CSD...AND EVEN THOUGH HE IS AMERICAN (NOT
SURE TOO) HIS HOST COUNTRY IS A LATIN AMERICAN DEVELOPING COUNTRY...)

I hope you and Al will be able to encourage more clarity from the
Bureau. If a sponsor really needs LDCs then this should be made clear
early in the process so we can do appropriate outreach. If they need
us to give detailed reasons for our choices (the donor may require
this), tell us. And a record of funds used to date -- who, if anyone,
received funds for Paris? What money is in the bank for the Summit?
Which donors are they talking to for the future, etc.? Can they work
on getting blocks of rooms at better rates?

VERY INCISIVE QUESTIONS. (AND POTENTIALLY HOT! NEED TO HANDLE THIS WELL...)
MY FIRST REACTION AFTER ALL THIS (ESP. REGARDING FINANCE MATTERS) IS TO
REVIVE/RECONSTITUTE A FINANCE/LOGISTICS WORKING GROUP WITHIN THE CSB TO
ASSESS THE INITIAL ATTEMPTS TO BUILD UP THE FACILITATION FUND. OF COURSE MY
OBJECTIVE IS THAT THIS BE A STANDING COMMITTEE WHICH WILL BE A DE FACTO
OVERSIGHT COMMITTEE TO THE CSD FINANCE GROUP. ADAM, YOU COULD JOIN THIS
AGAIN IN GENEVA?
