Dear friends

Angela and I were able to talk when she had a quick visit to Manila last week, 
and her post on nominations for fellowship was part of our consensus to again 
be as transparent and participative as possible, in the spirit of how we have 
been operating as a caucus/family over the past year. (We talked about other 
strategic things, which we wnat to consult with you and which I will discuss in 
a separate mail later, as this is the more urgent issue at hand.)

Therefore I strongly support this initiative of people sending their ranked 
nominations, keeping in mind that there *may* be funding to Prep Com 3 only for 
five people at the most from Asia Pacific. Therefore, your first five will be 
treated as the priority list, and the second five as the waiting list. 

Though other crosscutting families will certainly have fellowships as well, and 
as there are situations where Asians possibly will be the ones nominated for 
these (e.g., I can immediately think of Youth, and possibly Gender and Internet 
Governance or Social Movements, as having the possibility of having Asian 
fellows), we may also want to nominate on the basis or equity and possibility 
of outreach. Still, some "affirmative action" for crosscutting sectors (Gender, 
Youth) may be explored.

I think also that whoever ends up being nominated from our family are highly 
encouraged (you know what I mean :-) to commit to playing a leadership role in 
convening/organizing/facilitating/expanding our Asian family in exchange for 
the trust and ensdorsement we give to them. For some people, you do not even 
have to ask this--it will be freely assumed and the said tasks will be 
performed out of a sense of responsibility; but for others, it may not be 
automatically so for a various number of reasons. 

So I am saying that all those who will eventually be nominated for fellowships 
must play this leadership role within our family; and if s/he cannot perform 
this role, s/he should say so the family may decide to give his/her slot to 
someone who can. 

I am being as candid as I can, and I hope you see this suggestion as a way of 
strengthening our caucus/family further. We are all aware that we are all 
volunteers here, but the organizational momentum must be maintained, for the 
Summit, and even beyond to Tunis 2005.

Lastly, if any of you have any other contacts for donors/funders who may be 
interested in supporting Asian participation (in both PrepCom3 and the Summit 
itself), please post contact info on the list. We hope to coordinate these 
contacts soon so we may get resources for more participants to attend the 
summit processes, and it is becoming obvious that the resources from the WSIS 
structures itself will be less than what we are hoping for.

P.S. Just a slight clarification on the Philippine list below.

Four of these belong to and represent regional (not Philippine) organizations: 
(3 from Isis Intl, and 1 from APC Womens Networking Support PRogram). Of these 
four, two are not even Filipinos--Raijeli is from Fiji, and Susanna is from 
Malaysia/India. There being under the Philippine list is probably due to the 
fact that their regional offices are based here in Manila. But technically, 
there are less Philippine nominations than what the list below initially 
indicates. Thanks.
