The bureau has to have criteria for allocating funds, and something
like this shows a demonstrable level of interest. But it's too
narrow. I think we need to suggest that other more inclusive and
more regionally oriented show of interest is used -- for example
participation in regional preparatory meetings, contributions to
meetings that themselves made contributions to regional processes (in
our region that would include the meetings in Bangkok -- Forum Asian
and ACSF.)
