Based on the Civil Society Facility Fund document, = since=20 it was mentioned that we are aiming to sponsor 75 participants to = Prepcom 3, our=20 quick calculations at the end of the last Bureau meeting in Paris meant = that it=20 would be 15 nominees per geographical region cutting across the various=20 families/thematic groups/caucuses.

I am preparing 3 lists:
1st one: candidates who are = accredited and who=20 had applied on time
2nd one: list of nominated candidats = by=20 families
3thd one: candidates who are = accredited and who=20 had applied after the deadline.
 
Please take note that a very limited = number of=20 fellowships
 will be given (less than 5 by=20 family)
 
Just for your information, I received = more than=20 300 applications from non accredited organisations.

As promised, we had some = discussions around=20 funding for Prepcom 3 and the selection committee comprises the five = regional focal points from the bureau. This means that the Asia = Pacific=20 caucus does have a say over who gets funding and who doesn't. = To help=20 us in this decision-making and to ensure fair and open processes, = I'm=20 putting forward the criteria that was proposed under the Civil = Society=20 Facility Fund document. The text reads:
 
Fellowships for participation in = the Summit=20 process
A number of fellowships will be = made available=20 to civil society entities, to ensure travel and accommodation. As = mentioned=20 in Section 3 above, priority will be given to participants coming = from LDCs=20 (less developing countries) or representing other groups (least = developed=20 countries, developing countries, countries in transition, disabled = persons,=20 youth, women, older people, indigenous people, displaced persons, = refugees,=20 etc.).
 
Selection criteria:
  1. accreditation=20
  2. diversity of stakeholders = (families)=20 representation=20
  3. diversity of views on the = themes/issues of the=20 Summit=20
  4. individuals, who have personally = and actively=20 been involved in a WSIS consultation process related to WSIS=20 activities=20
  5. balancing the needs of displaced = persons and=20 refugee groups=20
  6. gender equity and equality=20
  7. balanced gender, = geographical/country=20 representation=20
  8. balanced rural-urban = representation, with an=20 emphasis for rural and urban poor groups=20
  9. bottom-up relevance/grassroots=20 links
In addition, we are also adding the = criteria of=20 persons or groups who are planning to do work and/or hold events at = the=20 Summit itself. And we could expand this to include doing work at = national=20 level and ensuring/facilitating wider participation. The Civil = Society=20 Facility Fund is aiming to provide funds for distance participation, = showcasing of projects and networking, awareness-raising and = advocacy at=20 naitonal, regional and global levels. As you can see from the above, many = are still=20 not listed as having applied for fellowships. This includes Al = Alegre and=20 myself who have actually already applied. In any case, I hope to get = an=20 updated list from the secretariat soon. But in the meantime, = what I need now from everyone is cooperation = and input=20 on the following:
  1. for those who are still keen to = register=20 yourself for fellowship. New deadline is 1st August but please = register=20 immediately rather than leave this for later. Please take note that there is = already=20 a family/focal point looking after interests for Middle East = and West=20 Asia so we do not need to include the Western Asia region.=20
  4. additional criteria if you feel = that the=20 criteria listed in the Civil Society Facility Fund document is = inadequate=20 or needs expansion=20
  5. a selection committe comprising of = Asia=20 Pacific caucus members who can ensure balance of thematic/issue=20 representation as well. For this, I would suggest at least for = youth, to=20 include Nick Moraitis if we are to follow this path. For gender, = we could=20 have someone from the Gender Caucus or the NGO Strategies Working = Group.=20 Others? We will also probably need to consult other focal points = within=20 the bureau on indigenous peoples, NGOs, disabilities, = etc.
Limitations due to = funding
I would suggest having a shortlist = of nominees=20 of 15 names, in order of priority or ranking for at least the last = five as=20 funds may be insufficient. This listing should be balanced and as = I've said=20 before include a couple of representations at least from the Pacific = who are=20 keen to either conduct events at the Summit or at national level.=20
