3 = - Brief=20 overview of issues discussed by governments on Tuesday

Governments moving very slowly up to Paragraph 7 = (out of=20 57)

Points of contention :
- right of information and = communication=20 =3D> sub group on concepts will discuss this
- reference to other = bodies=20 have gone, like UNESCO
- what is the knowledge society =3D> = discussion=20 whether it should b e replaced or not by information society =3D> = specific sub=20 group
- partnership versus solidarity (Paragraph 6) : only Tunisia = wanted to=20 keep it =3D> they will keep both but being reformulated.
- merging = paragraph=20 7 and 8, following the Mexican proposal

=3D> need for a group = to do that=20 monitoring with Rick : Diana Bronson + Jane Johnson are = volunteer.

The=20 sub groups are generally not open to the public.
The sub group on = concepts=20 gather the following countries : Egypt, Mexico, Salvador, Russia, = European=20 union, US, Switzerland.

Gert (German coalition of civil = society) :=20 possibility to discuss with the European commission during the morning=20 meeting.

Question : any possibility to add a new paragraph = ?
=3D> at=20 least try to defend what has already been written, like 1A, = 1C.

The=20 general context is that the governments are trying to reduce drastically = their=20 own text. So we need more then ever to concentrate on strategic=20 issues.

4 - Text from civil society

Presentation of the text : sally and bill have done a = tremendous=20 among of work behind the scene.

Previous steps :
- end of may = amendments by caucuses,
- decision to work on the basis of the = outputs of=20 the caucus.
- we should now have an extensive involvement in a new = text,=20 including new amendments. It has to be started NOW (meetings at 2 o = clock every=20 day).

the revised version does not include the observers = proposals=20
=3D> each caucus should stress on each of the individuals = paragraphs, in=20 order to have specific inputs.

We=20 need at least 10 days to comment other ways it is impossible to=20 react.

Internet governance meeting  takes place just after = this=20 meeting =3D> they will decide what should be written on that global = governance=20 issue.


5 - Speaking slots for civil society

As = we have=20 so little time to talk we (each group) should not defend our  own = specific=20 positions but try to have a broader approach.

-=20 Intellectual property (the international chamber of commerce want it to = be stuck=20 in the WIPO)
- linguistic diversity (some governments want to forbid = any=20 regulation which could protect a specific language)
