Friends and colleagues
I very much support Sally Burch's suggestions and overall framework and
criteria.
As usual, her interventions are cogent and comprehensive. I do not see
anyone disagreeing much.
On the practical level, I do see that in Paris "issues" will probably be
raised by certain "individuals"--those probably with the louder voices, a
better command of English, and stronger personalite;, or have stronger
connections and familiarity with the UN/ITU processes and people--who may
want to appropriate the CS spaces for themselves, and refuse to work within
this framework. (I saw this happening in previous PrepComs on certain
levels.) So the challenge is for this working framework proposed by Sally to
be "adopted" by the CSB (as the official "broker" of CS participation).
There may be crucial people to get on board on this (e.g., Renata Bloem of
CONGO, all the Regional families, etc.)
Managing this will be a very tricky situation in Paris--I wish Angela all
the best.
