Friends,
We have two urgent tasks this week to prepare for the
Intersessional in Paris. As the meeting is only 4 days, and
we have our main speaking slot on the first day, we need to be
well prepared this week, BEFORE people arrive in Paris.
1) Drafting of the civil society priorities document is almost
complete. You will be receiving it in a day or so, with a
VERY short time span to make any further comments or input.
So please be ready to give time for this. We will then be
collecting endorsements until Monday.
2) This week we need to discuss criteria for allotting the
speaking slots. We will have possibly one hour on the first
day, and probably up to 20 minutes on subsequent days.
The first space should certainly be to present the priorities
document (4-5 pages).
For the remaining slots, we need to agree on criteria for
priorities.
Following the criteria established at the Prepcoms, here is an
initial proposal of how we might organize priorities.
a) We should think strategically, which means giving priority
to the key issues that most need to be defended; those that
are not yet adequately covered or are most likely to meet with
resistance. Among these are the issues contained in the
priorities document (based on the 7 Musts from February with a
few additions). Interventions on these issues should have
first priority.
b) During the meeting, new issues may also emerge as the
discussions progress; or we may need to reemphasize certain
aspects or find a new angle for negotiation, which could be
reinforced by a plenary presentation.
c) A criteria of diversity: regional, ethnic, gender, age...
This can be approached from several angles: giving priority to
the expression and visibility of marginalized groups (regions
from the South, women, etc.) and space to their respective
caucuses and proposals; also recommending that in general
caucuses designate speakers in such as way as to reflect the
diversity present.
d) Priority to those caucuses whose positions express a wide
consensus among civil society delegations and those that are
representative of broad civil society constituencies. Without
necessarily excluding the possibility of spaces for some other
groups.
Please comment -quickly- on this proposal so that we can reach
an agreement on criteria this week.
I also suggest that the Content and Themes ad hoc coordinating
group be authorized to assign the speaking slots on the basis
of the criteria agreed on and the proposals received. These
should be assigned in advance for the first day; I think the
rest can be decided in Paris. (If there is a daily civil
society plenary meeting, the list can be presented there each
day).
Also, let us know if your caucus or working group is preparing
a statement, together with a brief paragraph on what you will
be addressing, so that your proposal can be taken into
account.
