Thanks very much for this, and we will immediately try to get comments from
the Asian CSO family...
I am a bit worried though that the timetable for comments is very short.
Though I understand there is some urgency, these things should not be
decided without a minimum level of informed consultation and discussion.
I am particularly concerned that you plan to send this to donors already on
the Monday.
What if there are substantial comments that come on Friday--from us and from
any one of the more than 20 families--which necessitates a third draft? I
propose that this new draft still be circulated before it is finalized and
sent out. Don't you think this is the minimum to be expected?
I also do acknowledge that if the comments recieved are not really that
substantial, then time really is of the essence and maybe a draft could be
circulated to donors already.
As you see, I am trying to find a middle road between the need for
consultation/validation, and the need for urgent action.
In any case, may I congratulate the people who worked on this draft; we
really appreciate your effort and hard work...
