Draft Action Plan now available.

See <http://www.itu.int/wsis/> working documents.

Unfortunately it is not an Action Plan (there is no action that is planned.)

Civil society in Geneva will try to produce a response. Caucus
groups have been asked to submit language for any action they wish to
propose. Would be helpful if the format were along the lines of a
very short preamble introducing why the action is important, and then
text describing the action (not too many words.)

If you send stuff, we will try to incorporate, but cannot promise as
I (and others) have other meetings. Thanks for your understanding!

For your info, issues I am personally interested in:

On accessibility for all: that WSIS support and implement W3C
accessibility guidelines (i.e. websites, etc. accessible to people
with disabilities) Specific action being to ensure that all WSIS
websites meet W3C standards by PrepCom3. That all member governments,
international organizations and UN agencies, civil society and
private sector participants in WSIS make best effort commitment to
implement these standards by the December 2003 Summit.

On policy and standards making: that developing nations are able to
participate as full and active participants in policy making forums
addressing ICT policy and technology standards (this mirrors work
done by DOT Force and UN ICT Task Force.)

Probably work on character sets, but this is almost covered in the
government draft.

More later -- but send comments to lists and we'll try to pick them up.

Adam
