20th. For unknown reason, he did not receive it and transfer to everyone. I

Report from PrepCom 2: Day 3 (2/19, 2003)
Day 3, Feb. 19, 2003
WSIS Roundtables (Second Day)
Entering the second day of roundtable meetings, the discussion contents are
more related to the needs of developing countries. Themes on Capacity
Building (No. 5), Enabling Environment (legal and regulatory framework)
(No. 6), ICT applications and Services (No. 7) and The Role of Different
Stakeholders in the Information Society (No. 8) are attractive to most of
our Asian delegates. The session on Capacity Building was the only session
that prepared the hard-copy of the lecture outline of five speakers for the
audience. Thanks go to the co-organizers: UNITAR, UNDP and other prominent
ICT experts from CIDA, CISCO and Minister of Iran.
Asian NGO CCW/CS Caucus (pm 2:00 to pm 3:10)
Again our caucus was held in the lobby area of second floor (in front of
Room 6). For coping with the family classification provided by Civil
Society Bureau and the functioned division of labor among Asia family,
Allan asked everyone to identify our own interest of areas. The revealed
preferences are as following:
YJ Park: Social movement, Asian region
Robert Sagun: Education, Asian region
Oh Byoung Il: NGO, Media, Asian region
Alice (new comer): Social movement, Youth, Gender, Asian region
Lee-in Chen Chiu: Think tank, NGO, Asian region
Pauline Chen: Think tank, NGO, Asian region
Alan Alegre: Social movement, Asian region
(new comer): Media, Asian region
Adam Peake: Think tank, Social movement, Asian region
Izumi Aizu: Think tank, NGO, Asian region
Iran friends: NGO, Asian region
Kim Jeong-Woo Patcha: Social movement, Media, Asian region
India new comer: Social movement, Asian region
(some newly joined friends can not identify their names, sorry about that.)
YJ concluded that we are short of the volunteers to follow nine areas,
namely: the science & technology community (Lee-in can join this family in
volunteer). The creators and active promoters of culture, trade unions,
parliamentarians, indigenous people, disabled, social movements,
philanthropic institutes & foundations, Asian region.
Some arguing is that we can not see what the difference between think tanks
and foundations. Allan responded to the question that the foundations
normally have the function of fund raising only and they may not involve
into research. However, a think tank must has the function of research,
especially the policy research.
As we have clarified the shortage of interested fields within Asian family,
let's keep in mind and try to bring in more NGOs or volunteers in those
fields in the future. (i.e. PrepCom III and the Summit)
The next issues we discussed were what kinds of contents that we (Asian
region caucus) can contribute to the Civil Society Plenary tomorrow
morning. Allan reminded that there are some funds donated by business and
international organizations (i.e. Microsoft, World Bank) for the purpose of
promoting ICT or information society in less developed countries or NGOs.
Should the fund divided by region or by sectors will be discuss soon.
Asian NGO should provide our points of views and suggest to Civil Society
Plenary session. Civil Society Plenary will also discuss that: should NGOs
be involved into the drafting of declaration and action plans? Most
participants agree that we should do our best to find our government
delegates to lobby for us.
Allan raise the issue that whether we should decide or nominate one person
to represent Asian NGOs to participate in the committee of Civil Society
Plenary; at least we could discuss what kinds of criteria for selecting
this representative. Adam summing up the opinions from all participants
today, there・re at least two basic requirements: first, enthusiastic on
service and coordinating the Asian NGO family; second, a person with
neutral opinion stand and would express our consensus correctly without her
or his personal strong preference. YJ reminded that if there are too many
representatives by male, we, Asian group may consider a female so as to
balance the gender combination for the Civil Society Plenary Committee. YJ
reminded that everybody should pay attention to who may represent families
of education, think tank, media, and gender and decide Asian NGO
representative later.
Lee-in announced that IRFD will held a side event entitled :Information,
Revolution, Digital Divide & Development Paradox; at Room 11, 2-5pm
tomorrow. Lessons on how to transforming the digital divide into a digital
opportunity and the development index of information society in Asia will
be delivered. Hard copy of the PowerPoint or papers that present will be
distributed to the audience.
Since there are so many activities in the afternoon of tomorrow, we decided
to have our Asian NGO meeting at 12pm, the same place we have today.
