I myself don't want "any kind of" censorship, but at the same time I
must also admit that "no surveillance in any cases" is too strong a bit.
For example, workers in call centers should be under the moderate
surveillance , in order to protect privacy of consumers (Workplace
problem is introduced by PatchA, I think). Privacy Enhancing
Technologies and information systems in which Privacy Policy
Enforcement mechanism may lighten the burden of workers in the future,
but as the current practice, such a surveillance will be needed.
Actually, there was an incident in Japan that very large number of
personal data for dispatched workers were leaked out from the office
of the employment agency company. That company set up surveillance
system over e-mails to protect that personal data after the incident.
But, Adam's suggestion seems too weak. Are you acceptable
if threats to human rights are from private sectors or NGOs?

Background of "when promoting ICTs" is a negative impacts of ICTs on
privacy and personal security. Microsoft Passport is one of important
candidates (Actually EU did a lot of things to improve Passport).
My suggestion is below. I'm not good at English wording, and that may
not be so good:
13. ICTs should be promoted with preserving and enhancing privacy and
personal security. Surveillance by Governments should not be used for
other than protecting the basic human rights and
democracy. Surveillance by all sectors should be transparent and
accountable as minimum safeguards for the fundamental values of human
rights. Censorship should not be used to threaten the fundamental
values of democracy and freedom of expression.
