Here, I send out my comments on President Samassekou's draft document.
I hope to hear more discussion on this draft document. 
My most amendment suggestions come from our previous works - Bangkok
document, CONGO document and Tokyo document and partially from CSCG's
civil society statement to Prepcom 2. Only one exception is my insertion
of "global survellance system". If possible, I will write and send later
the reason why I suggest such amendments and what rationale are placed in
those suggestions.

My brief impressions on this draft document are as follows;

1. ICT centered way of thinking is still pervasive in all phrases

2. People, represened by civil society, are still regarded as a passive
object of government's initiative for building information society

3. All plausible dispute points seem to be taken out as much as possible.
If simply such a very general consensus is their target, I am very
sceptical why governments and all other stakeholders should pay so much
time, money and energy for this very ineffective and sterile global event.

4. Nevertheless some specific targets seems to be strategically and very
cautiously selected - particularly the parts on "building confidence and
security in the use of ICTs" seems to be very intentionally designed for
inducing international convention in future.  Civil society should explore
how to effectivey respond to these attempts.
