John, thanks for your comments.
I had a quick conversation with Mr. Ke (the younger guy who did the
speaking for the Chinese delegation), he said pretty much the same
thing about China not being against NGO participation. He did
mention that he thought NGOs were not equal to governments, but I
didn't have chance to talk about this further with him.
I've been wondering if it would be helpful to try and have some
conversation with the Chinese govt. before PrepCom2 to see how they
are thinking about NGO participation in work on the declaration and
action plan, etc. If we can find some common ground (open source?)
and begin to make our positions known in a less hurried manner before
we get to Geneva I wonder if they might be more open towards us?
And thanks for suggesting the August conference as a location for
further WSIS discussion. I think August will likely be too late.
PrepCom3 will be at the end of September and I imagine most of the
work on the declaration and Action plan will be over about 2 months
before. End of May or June might be a good time (I'm guessing, will
know more, I hope, after PrepCom2.)
