Thank you for your great efforts, Chun, but that document was not
yet "Final". The decision was made in the NGO wrapup meeting
immediately after the conference. Now the document is in the final editing
and public-comment phase until 24th Jan. Substantial changes will not
be made, but that phase was set, probably for outreach and more feedbacks.
Endorsements will be redone, and the deadlines was set to 31st Jan.
PatchA and a few people (including Sacha?) will facilitate these things.

I cannot announce above things officially because 
I'm not in this final editing group, and actually I'm not good at speaking
and listening to English as you know, so my understanding may be mistaken
in some minor points, but at least that document was not yet "Final".
