</sup></b></font>1.Opening of the Conference <br>
<font size=2>The Conference will be opened by Vice-Minister for policy
coordination, Ministry of Public management, Home affairs, Posts and
Telecommunications, Japan. Senior Vice-Minister for Public management,
Home affairs, Posts and Telecommunications and Parliamentary Secretary of
Ministry of Foreign Affairs will deliver opening addresses.<br>

</font>2.Keynote Speech<br>
<font size=2>Assistant Director General of United Nations Educational,
Scientific, and Cultural Organization; Director of Bureau for Development
Policy of United Nations Development Programme; Vice President of World
Bank and Secretary General of Asia-Pacific Telecommunity will deliver
speeches.<br><br>
</font>3. Election of Chairman<br>
<font size=2>The Conference may wish to elect Minister for Public
management, Home affairs, Posts and Telecommunications of the host
government as the Chairman of the Conference, on the understanding that
he may delegate the work of the Chairman to Vice-Minister for Policy
Coordination of the host government during his absence from the chair in
any of the sessions of the Conference. Unless otherwise decided, the
election of vice-chairs is not envisioned.<br><br>
</font>4. Adoption of Agenda and Organization of Work<br><br>
<font face="MS Pゴシック" size=2><u>(</font>1<font face="MS Pゴシック" size=2>)</font>Adoption
of agenda <br>
</u>The Conference may wish to consider for adoption the draft
agenda.<br>
<u>&nbsp;&nbsp; (2) Organization of panel discussions <br>
</u>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Panel discussions will be
divided into six sessions organized by the participating international
organizations, private/business sector representatives and
non-governmental organizations/civil society to discuss a variety of
subject matters chosen by the organizers of the sessions (see Doc C y for
details), taking into account the Guidelines of the Preparation of the
Regional Conferences of WSIS/ES. Representatives of participating
governments, international organizations, private/ business sector and
non-governmental organizations/civil society may wish to participate in
discussions with a view to;&nbsp;&nbsp; <br>
キ Conduct regional assessments;<br>
キ Develop a vision for a knowledge-based society in the region and an
adequate strategy to achieve it; <br>
キ Establish a platform for dialogue that includes all major
stakeholders;<br>
キ Forge a better understanding among countries in the region so as to
prepare positions at the Summit and identify key-subjects;<br>
キ Identify initiatives and networks in the region.<br>
<u>&nbsp;&nbsp; (3) Election of chairpersons for panel discussions <br>
</u>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Conference may wish to elect
a chairperson for each one of the six sessions of the panel
discussion.<br>
<u>&nbsp;&nbsp; (4) Election of a chairperson for Wrap-up session<br>
</u>The conference may wish to elect a chairperson for Wrap-up session
for Tuesday afternoon to preside over discussions on the Final
Documents.<br>
<u>&nbsp;&nbsp; (5) Establishment of a drafting committee<br>
</u>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; In order to facilitate preparation of
the Final Documents which will be presented and discussed at the Wrap-up
session Tuesday afternoon and formally adopted at the conclusion of the
Conference on Wednesday, the Conference may wish to establish a drafting
committee consisting of a host government representative who will serve
as a chair, five representatives from other participating governments,
two representatives from participating international organizations, one
representative from the private/business sector, two representatives from
participating non governmental organizations/civil society and the
chairperson of Wrap-up session. A representative of WSIS/ES will also
participate as an observer.<br><br>
5. Panel Discussion<br>
<font size=2>6 Panel Discussions (Cultural Linguistic Diversity;
Connectivity and the Information Society in Asia; National and Regional
e-Development: Taking Action, Measuring Results, National and Regional
e-Development: New Solutions, New Markets; Future of e-economy; Towards
Inclusive Information Society (tentative)) will be held. The main feature
to be considered will be reflected in the Final Documents and
partnerships in the region.<br><br>
</font><b>Tuesday, January 14<font size=1><sup>th<br><br>
</sup></b></font>6. Keynote Speech<br>
<font size=2>Executive Secretary of United Nations Economic and Social
Commission for Asia and the Pacific; Secretary General of United Nations
(message reading); Secretary General of International Telecommunication
Union; President of Prepcom for WSIS; and President of Asian Development
Bank will make speeches. Other distinguished special guests will be
invited to participate. <br>
The Prime Minister of Japan and Minister for Public management, Home
affairs, Posts and Telecommunications will deliver an address.<br><br>
</font>7. General Statement<br>
<font size=2>Participants of government from Asian countries will make
statements. Followed by the heads of International Organizations,
representatives of participating private/business sector and
non-governmental organizations/civil society who required making
statements beforehand may be allowed to make general statements. Each
statement shall be within four minutes. The time limit should be strictly
kept so that all the speakers could express their view fully in time. The
specifics of the statements shall be in line with the input paper handed
out beforehand. <br>
The input paper handed out beforehand would be published in the report of
this conference as well as being the element to construct the
contribution of our region for prepcom2. <br>
There will be no question-and-answer in this session.<br><br>
</font>8. Informal Drafting Session<br>
<font size=2>&nbsp;Informal Drafting Session convened by the Chairperson
of the Drafting Committee will be held in the afternoon of
14</font><font size=1><sup>th</sup></font><font size=2> January. It will
be open to representatives of participating governments, international
organizations, private/business sector and non governmental
organizations/civil society. <br><br>
</font>9. Wrap-Up Session <br>
<font size=2>The Chair of the Drafting Committee will present a draft
Final Documents that is prepared by the Drafting Committee and discussed
at the informal drafting session. Presided over by the chairperson for
the Wrap-up session, the session will hear comments on the draft document
from representatives of participating governments, international
organizations, private/business sector and non governmental
organizations/civil society and work out an agreed draft document which
will be presented to the plenary session on Wednesday for final
adoption.<br><br>

</sup></b></font>10. Plenary Session~ Report from Sessions <br>
<font size=2>The chairpersons for panel discussions will present their
reports.<br><br>

present the draft final document for adoption.<br><br>
