Toshi,
That's a good point -- but I think there will be money in reserve 
(and as you pointed out the problem with East Timor over a week ago, 
some of us have been kind of prepared for this...)

I will ask what can be done about outreach to East Timor -- we have 
some experts who might be able to help.
