No. I check the web now. It is as follows;

・Deadline of the registration: 13th December 2002
・Postponed the deadline of application for fellowship: 13th December 2002
・Deadline of the submission of a statement: 25th December 2002
・Deadline of the submission of an input paper: 7th January 2003

I am not sure the fellowship is really closed.
