Dear all, 

According to WSIS Tokyo organizer, NGOs in East Timor are able to
apply the fellowship by organizer even though the name of East Timor
was dropped.

The reason why East Timor was dropped was, according to the
organizer, careless mistake by organizer. Web announce has not been
changed yet and the deadline of application was over officially. But
please ask the organizer as soon as possible.
