Please add my name (Adam Peake, GLOCOM, Tokyo) as signatory.

And when it's finished, I hope it will be submitted along with the 
earlier Nov 22-24 paper to the January meeting (see URLs below.)

If the Nov. 22-24 report is submitted, we should change some wording 
to avoid confusion over who agreed to the report and who was simply 
attending the meeting, let me know if I can help (again, I sign that 
one)
